"B. In preparing the 2004-2006 biennial budget and implementing any new federal Temporary Assistance to Needy Families (TANF) legislation, the Governor is requested to give priority to increased child daycare funding, especially the following child daycare program needs:  (i) additional child daycare assistance, beyond the existing 12-month transition period for those who are making the transition from TANF to self-sufficiency; (ii) revised eligibility policies to reflect the higher cost of living in certain areas of the Commonwealth; and (iii) reimbursement rates that reflect the actual child-care market."
