Page 348, after line 38, insert:
"J.1. The Commissioner of Social Services shall allow local departments of social services to transfer federal funds among social services accounts at local discretion to the extent permitted by federal law.
2. In implementing any future revenue maximization strategies for human services, the Commissioner shall pass through the increased revenue to local governments.  Local governments may use this funding to supplant state and local funding to the extent it is required to maintain human services funding that has been reduced due to state budget reduction actions.
3. The Commissioner shall convene a workgroup made up of state and local social services officials to identify (i) opportunities to reduce administrative restrictions, (ii) set-aside amounts within social services programs that can be eliminated, and (iii) goals for working with the federal government to reduce program restrictions and streamline funding.
4. The Commissioner shall conduct a three-year pilot program to implement flexible funding opportunities, beginning July 1, 2003.  The pilot program shall include a representative group of local social services departments.  As part of the pilot program, the Department of Social Services shall conduct an annual review of the results and report this information to the Governor and Chairmen of the House Appropriations and Senate Finance Committees.  The Department shall recommend whether to make the pilot project permanent at the end of three years."
