Page 337, after line 43, insert:
"P. Out of this appropriation, $2,000,000 the first year and $2,000,000 the second year from the general fund shall be provided to Community Services Boards for substance abuse treatment services to consumers in the criminal justice system.  These funds shall be used for jail-based services, pre-release and post-release services, and services for probationers and parolees."

(This amendment restores funds for community substance abuse services for offenders to assist in reducing recidivism. In addition, the added general funds would minimize the potential loss of federal block grant dollars for substance abuse treatment that may be lost as a result of recent funding reductions for substance abuse treatment services.)
