Page 327, after line 3, insert:
"UUU.  The Department of Medical Assistance Services shall prepare any necessary amendments to the State Plan for Medical Assistance to provide coverage of substance abuse services to children and adults, including emergency services; evaluation and assessment; outpatient services, including intensive outpatient services; targeted case management; and day treatment; to be submitted for approval by the federal Centers for Medicare and Medicaid during fiscal year 2005.  The Department shall also prepare any necessary budget language needed to implement these services and submit these for inclusion in the Governor's proposed 2004-06 biennial budget."


Explanation
(This amendment adds language to ensure that the implementation of Medicaid reimbursement for substance abuse services would go forward in the next bienium. The proposed budget eliminates implementation of Medicaid reimbursement for these services in fiscal year 2004.)
