"N.  The Department of Medical Assistance Services shall amend its Family Access to Medical Insurance Security (FAMIS) Plan to establish a single, umbrella program that incorporates FAMIS and the Medicaid Program for Medically Indigent Children to be known as "FAMIS Plus."  In the second year, $43,750 from the general fund shall be used in order to fund the one-time costs of this initiative.  The Department shall promulgate emergency regulations to implement this amendment within 280 days or fewer from the enactment of this act.
O.  The Department of Medical Assistance Services shall amend its Family Access to Medical Insurance Security (FAMIS) Plan to provide care for children under FAMIS from conception to birth.  In the second year, $1,300,000 from the general fund and $2,500,000 from nongeneral funds shall be used in order to fund this initiative.  The Department shall promulgate emergency regulations to implement this amendment within 280 days or fewer from the enactment of this act.
P.  The Department of Medical Assistance Services shall amend its Family Access to Medical Insurance Security (FAMIS) Plan to reduce the waiting period between insurance coverage and when eligibility for FAMIS can be approved from six to four months.  In the second year, $13,320 from the general fund and $24,500 from nongeneral funds shall be used in order to fund this initiative.  The Department shall promulgate emergency regulations to implement this amendment within 280 days or fewer from the enactment of this act.
Q.  The Department of Medical Assistance Services shall amend its Family Access to Medical Insurance Security (FAMIS) Plan to establish within FAMIS an annual enrollment fee of $25 per family.  In the second year, up to $318,000 from the general fund shall be used for administrative costs of implementing this initiative.  The Department shall promulgate emergency regulations to implement this amendment within 280 days or fewer from the enactment of this act."


Explanation
(This amendment makes four changes to the FAMIS program by 1) establishing a single, umbrella program that incorporates FAMIS and the Medicaid Program for Medically Indigent Children to be known as "FAMIS Plus," 2) providing care for children under FAMIS from conception to birth, 3) reducing by two months the amount of time eligible FAMIS families must go without insurance before becoming eligible for coverage, and 4) implementing an annual enrollment fee of $25 per family. These are recommendations of the Joint Commission on Health Care.)
