Page 293, after line 42, insert:
"F.  The Commissioner of Health shall convene a workgroup to consider how to best develop, fund, and implement a program to increase the number of nurses in response to the growing nursing shortage.  The workgroup shall consider strategies to (i) foster collaboration between nursing education programs to build student capacity and augment nursing faculty supply, including new programs to "fast track" nurses through educational programs; (ii) recruit minority students and young men into the profession; (iii) identify benefits to retain nurses in the profession and in particular work settings; (iv) assist in ensuring continuing educational training for experienced nurses in the operating room, critical care, and neonatal care arenas; and (v) recruit and employ foreign nurses.  The workgroup shall include representatives from the Board of Nursing, nursing education programs, nurses practicing in clinical, long-term care, and hospital settings, and retired nurses.  The Commissioner shall report on the workgroup's findings to the Chairmen of the House Appropriations; Health, Welfare and Institutions; Senate Finance; and Education and Health Committees and the Chairman of the Joint Commission on Health Care."
