Page 290, line 37, after "Virginia.", insert:
"In developing the request for proposals for the Relay Center, the department shall include provisions to require that (i) the vendor provide the same level of services currently provided and (ii) employment levels be at least equal to the average levels experienced from July 1, 2001, to December 31, 2002."

Explanation
(This amendment ensures that any new contract for deaf and hard-of-hearing relay services maintains the current level of services and that the employment level be sufficient to maintain high-quality relay services.)
