"k.  It is the intent of the General Assembly that the average classroom teacher salary be improved to match the national average classroom teacher salary. Therefore, the appropriations for Basic Aid include $398,579,620 the second year from the general fund, which is the equivalent payment for the following salary increase and related fringe benefit costs for public school employees, including all instructional personnel funded through the Standards of Quality.  
1)  For the second year, the state share of a payment equivalent to a 25.76 percent salary increase for elementary teachers and a 19.18 percent salary increase for secondary teachers effective July 1, 2003.
2)  The intent of the General Assembly is that the average classroom teacher salary be improved throughout the state by at least 25.76 percent for elementary teachers and   19.18 percent for secondary teachers.  Sufficient funds are appropriated in the act to finance, on a statewide basis, the state share of such salary increases to school divisions which certify to the state Department of education, no later than March 1, that such increases have been granted for fiscal year 2004.  
3)  These funds shall be matched by the local government, based on the composite index of local ability-to-pay.
4)  This funding is not intended as a mandate to increase salaries."


Explanation
(This amendment provides $398.6 million for teacher salaries to be increased to the national average. Currently, the state funded prevailing salary is $35,384 for elementary school teachers and $37,337 for secondary school teachers. The national salary average is $44,499. A companion amendment funding the initiative is located in Item 0 (Revenues), pursuant to House Bill 2433.)
