"I.  This appropriation includes $1,000,000 the second year from the general fund for  Urban Learning and Leadership Grants.  The Department of Education shall competitively award these grants to four school programs to serve as best practice training sites for successful urban school improvement.  The grant awards shall be $250,000 for each school program.  The programs shall meet the following criteria:  full state accreditation; at least 90 percent free or reduced lunch students; an achievement gap of less than 10 points for minority students compared to the state average for Caucasian students on the appropriate Standards of Learning assessments; evidence of private sector support of at least 20 percent of the operational costs of the program; an expanded school day or school year program; and evidence that the program has or is planning to provide professional development on aspects of their successful practices."
