A. Included in this Item is $750,000 the first year and $750,000 the second year in special funds for the Regulatory and Consumer Advocacy Revolving Trust Fund as established in Item 48 of Chapter 966 of the Acts of Assembly of 1994. The Department of Law is authorized to deposit to the Fund any fees, recoveries, or other moneys which from time to time may become available as a result of regulatory and consumer advocacy litigation. Any deposit to, and interest earnings on, the Fund shall be retained in the Fund, provided, however, that any amounts contained in the Fund which exceed $750,000 on the final day of the fiscal year shall be deposited to the credit of the general fund.
B. Included in the amounts for this item is $195,865 in the second year from the general fund to support the investigation of alleged discriminatory practices in employment, housing, and public accommodation. Out of these amounts, $112,931 is transferred from the Human Rights Council to support two full-time positions to investigate such claims filed by private citizens. These two positions will be filled by the individuals previously assigned to the Human Rights Council and the incumbents will possess all rights included in the Virginia Personnel Act, including Workforce Transition Act benefits. The remainder, $82,934, is appropriated to the Department of Law for the payment of Workforce Transition Act benefits to the Human Rights Council’s three former employees, who were terminated when this agency was eliminated.
