Explanation(This amendment is a technical amendment related to funding services for low-income children in the Medicaid program. It establishes a new Item 324.10 which contains funding for medical assistance services for low-income children from ages 7 to 19 in families with incomes between 100 percent and 133 percent of the federal poverty level. In the past, these children would have been served through the Family Access to Medical Insurance Security (FAMIS) Plan. Last year, the General Assembly simplified Medicaid and FAMIS eligibility to allow all children in families with incomes up to 133 percent of the federal poverty level to be served in the Medicaid program. In making this change, the Commonwealth was able to draw down additional federal matching funds at the FAMIS rate to serve the additional children in Medicaid. Transferring funding to a separate item will allow the Department of Medical Assistance Services to better track funding for this group of children in the new Medicaid management information system.)
