A. Out of the amounts for Energy Conservation Advisory Services shall be provided $38,362 the first year and $38,362 the second year from the general fund for dues and expenses for the Southern States Energy Board.
B. Out of the amounts for Other Services shall be provided $2,700,000 $1,647,636 the second year from the general fund for solar photovoltaic manufacturing incentive grants in accordance with § 45.1-392, Code of Virginia. Notwithstanding § 45.1-392, Code of Virginia, or any other provision of law, the solar photovoltaic manufacturing incentive grant program is deferred until fiscal year 2004. It is the intent of the General Assembly to fulfill the commitment made for solar photovoltaic manufacturing incentive grants as stipulated in § 45.1-392, Code of Virginia.
