"M.1. There is hereby appropriated a sum of $51,747,253 to provide for a 2.5 percent base salary adjustment respectively for:

Classified state employees, agency heads, cabinet secretaries, other salaried employees of the Executive, Legislative, and Judicial branches, and salaried employees of Independent agencies, an amount estimated at $28,137,008  the second year from the general fund for a November 25, 2003, salary adjustment.
3.  State-supported local employees including those funded through Item 64, Item 65, and Item 66 of this act an amount estimated at $9,053,087 the second year from the general fund for a December 1, 2003, salary adjustment.  
4.  Faculty of state-supported higher education institutions, an amount estimated at $14,557,158 the second year from the general fund for a November 25, 2003, salary adjustment.  The amounts for faculty at state-supported institutions assume the use of $3,327,368 the second year from nongeneral funds to be derived from tuition and fees paid by out-of-state students.
5.  To the extent necessary to offset downward revisions of the FY 2004 general fund revenue estimate, the Governor, after determining such action is necessary, is authorized to allocate such amounts as necessary from this item to address the downward revision in general fund revenue subject to the requirements of  § 4-1.04 of this act."


Explanation
(This amendment provides for a revenue reserve in the event of a downward revision of the official general fund revenue estimate. If such funds are not used for this purpose, the Governor shall use the appropriation to provide a 2.5 percent salary increase for state employees, state-supported local employees, and state-supported higher education faculty.)
