"B.  The Secretary of Technology, Secretary of Education, and Chancellor of the Virginia Community College System shall prepare an operating plan that details the merger of the A.L. Philpott Manufacturing Extension Partnership into the Center for Innovative Technology.  The focus of the operating plan shall address  (i) the extent to which any similar functions or programs operated by both entities can be combined to generate cost savings or enhance the delivery of services, (ii) the elimination of duplicative administrative activities, (ii) the consolidation or merger of regional offices to effectuate cost savings and enhance the delivery of services statewide, and (iv) the need to maintain the Manufacturing Extension Partnership at its current location.  The report shall be submitted by November 13, 2003, to the Chairmen of the House Appropriation and Senate Finance Committees and the Joint Commission on Technology and Science.  The Innovative Technology Authority, the Department of Planning and Budget, and the Virginia Community College System shall cooperate and provide assistance upon request."
