"The Commonwealth's Attorneys' Services Council shall apply to the Department of Criminal Justice Services for a grant to provide training and technical assistance services to commonwealth's attorneys.  The Council is hereby authorized to charge appropriate fees for any such services provided.  Any required match for grant funds may be provided by fees paid for these services, as well as private donations."
