A. The Secretary shall present revised state and local juvenile and state and local responsibility adult offender population forecasts to the Governor, the Chairmen of the House Appropriations and Senate Finance Committees, and the Chairmen of the House and Senate Courts of Justice Committees by October 15, 2002, for each fiscal year through FY 2007 and by October 15, 2003, for each fiscal year through FY 2008.
B. The Secretary of Public Safety, in consultation with the Subcommittees on Public Safety of the House Appropriations and Senate Finance Committees, shall develop a plan for the cost-effective utilization of the Culpeper Juvenile Correctional Center. Prior to the implementation of any plan to change the utilization of this facility, the Governor shall approve and communicate such plan to the Chairmen of the House Appropriations and Senate Finance Committees.
C. The Secretary of Public Safety, with the assistance of the Secretaries of Finance and Commerce and Trade, shall develop a plan, including any necessary proposed legislation, that shall provide for sales of alcoholic beverages by the private sector beginning on July 1, 2004. A status report, which shall include projections of both state and local government revenues from such sales, as well as assessments of other economic impacts, shall be submitted to the Governor and the General Assembly no later than November 15, 2003. The report shall also provide an analysis of the costs of licensing and regulating alcoholic beverage sales, including the enforcement of statutory and regulatory controls on such sales, and shall assess any potential changes in levels of alcohol consumption. The Secretary may utilize consultants, experts from the private sector, and state and local government officials who are knowledgeable in areas being examined for the purpose of producing this plan and report.
