Explanation
(This amendment provides funding and positions to open a public defender's office to serve the City of Newport News. A companion amendment to Item 43 reduces appropriations to the Criminal Fund, resulting in a net savings of $73,068 to the general fund. This amendment is contingent upon passage of House Bill 1571.)
