2. Any unexpended balances in subparagraph 1 at the close of business on June 30, 2003, shall not revert to the surplus of the general fund but shall be carried forward on the books of the State Comptroller and reappropriated in the second year.
I.1. Out of this appropriation $3,377,242 the first year and $3,377,242 the second year is designated to sustain and consolidate seven specific initiatives for which appropriations were provided in previous years, and which illustrate initiatives to improve the quality of academic programs as acknowledged in the November 2001 Accord between the Commonwealth of Virginia and the U.S. Department of Education, Office of Civil Rights.
