"3.  An additional payment of $500,000 the second year from the general fund is provided for the Teacher Shortages Grant Program.  The Department of Education shall establish a competitive grants program to select at least 10 school divisions in rural regions of the state with a teacher shortage.  The funds shall be used by the local school division to award scholarship loans to students who will agree to teach in the school division upon graduation.  School divisions awarded these grants shall be responsible for recruiting participants and for administering the scholarship loan program.  Scholarship amounts shall be based on $3,720 per year for full-time students, and shall be prorated for part-time students based on the number of credit hours.  The awarding school division shall be responsible for recovering funds awarded as scholarships or the appropriate proportion thereof in the event that scholarship recipients fail to honor the stipulated teaching obligation.  The recovered funding shall be used by the school division to award another scholarship or the school divisions shall return the funds to the state.  In order to receive this funding, school divisions are required to provide a match for these funds based on the composite index of local ability-to-pay."
