"B.  Out of this appropriation, $10,000,000 in the first year and $10,000,000 in the second year from the general fund shall be made available for development of the Trans Dominion Express intercity passenger rail service."

Explanation
(This amendment provides $20,000,000 in general fund appropriations for the new intercity passenger rail service from Southwest and Central Virginia to Richmond and Northern Virginia. The Trans Dominion Express would serve numerous cities and towns, including Bristol, Roanoke, Lynchburg, and Charlottesville, as well as 23 colleges and universities. The service would compliment current Amtrak service by creating a passenger rail loop in Virginia, significantly improving our current transportation system by providing a real alternative to automobile travel. It is expected that 372,000 passengers would ride the trains annually, increasing to 800,000 by the year 2020.)
