Explanation
(This amendment is a companion amendment to increase the Mass Transit Assistance program by $14,700,000 general funds, and ensure that funding not otherwise appropriated would flow through the mass transit assistance formula. $6,950,000 in additional mass transit assistance per year would flow through the public transportation formula: 73.5 percent for formula assistance, 25 percent for capital assistance, and 1.5 percent for special programs. An equal amount ($6.95 million per year) would increase the Public Transit Capital Fund. The Public Transit Capital Fund is intended as a flexible fund for major transit capital projects throughout the state. This amendment also replaces the $800,000 per year in oil overcharge funds no longer available for 'paratransit' services for the elderly and disabled with the increased funds available for mass transit assistance.)
