"F.  Out of the amounts for this Item $500,000 the first year and $500,000 the second year from the general fund shall be designated to create the Major Dam Repair and Rehabilitation Fund.  The Fund shall be a nongeneral nonreverting fund, the balance of which shall not revert to the general fund at the end of each fiscal year but shall be reappropriated for expenditure in the succeeding year.  The Fund shall be established on the books of the Comptroller.  Interest earned on the moneys in the Fund shall remain in the Fund and be credited to it.  Disbursements from the Fund must be made as appropriations and based on the recommendations of the Director of the Department of Conservation and Recreation and the Soil and Water Conservation Board."


Explanation
(This amendment provides $1.0 million to create and capitalize the Major Dam Repair and Rehabilitation Fund. The Fund will be used to address major structural and safety defects of the 145 dams owned by Soil and Water Conservation Districts. Total costs to bring 16 of these dams to current standards are estimated at $9.9 million.)
