"3.  Out of the amount for Financial Assistance for Child and Youth Services, $4,800,000 the first year and $9,600,000 the second year from the general fund shall be provided as grants to localities for expanding the purchase of intervention and prevention services for domestic violence programs.
"4.  Out of the amount for Financial Assistance for Child and Youth Services, $325,000 the first year and $650,000 the second year from the general fund shall be provided to the Department of Social Services for the expansion of statewide training, technical assistance, and data collection related to domestic violence intervention and prevention services.
"5.  Out of the amount for Financial Assistance for Child and Youth Services, $50,075 the first year and $50,075 the second year from the general fund shall be provided to the Department of Social Services for personnel to administer the expansion of local services and statewide training and technical assistance."
