Page 253, after line 28, insert:
"J.  The Department of Mental Health, Mental Retardation and Substance Abuse Services and the Department of Medical Assistance Services shall develop a plan for statewide implementation of Programs of Assertive Community Treatment (PACT).  As part of the plan, the agencies shall identify program costs and cost offsets for other mental health services, funding sources, the need for a federal waiver to implement the programs, the feasibility of bundling services to obtain one set reimbursement amount, clinical eligibility for services, access for individuals residing in rural areas, and the role of the private sector in delivering services.  The plan shall include a description of the standards that prescribe key elements of PACT treatment and rehabilitation practices, required staff mix and qualifications, minimum staff-to-client ratios, detailed outlines of required treatment, rehabilitation and support services, assessment and planning, specifications for program operations, eligibility criteria to ensure that PACT services are provided to those in need, and accountability processes to ensure quality outcomes.  The Departments shall report the plan to the Chairmen of the House Appropriations and Senate Finance Committees by November 1, 2000."


Explanation
(This amendment requires development of a statewide plan for assertive community treatment of mentally disabled persons. It is a recommendation of the Joint Subcommittee Studying the Future Delivery of Publicly Funded Mental Health, Mental Retardation and Substance Abuse Services.)
