"D.  Out of this appropriation, $300,000 the first year and
$300,000 the second year shall be paid from the general fund to the Virginia Center for Community Health.  These funds shall be matched with other private resources to enhance the development and application of effective strategies and programs to improve community health.  The Center, in coordination with the Virginia Department of Health, the Virginia Hospital and Healthcare Association, and other state agencies and appropriate organizations, is encouraged to undertake initiatives to facilitate public health research, improve understanding of public health principles by the general public, and initiate other collaborative activities between the public and private sector.  The Center shall be governed by a diverse membership to include state agencies, private organizations, and representatives designated by the Governor, Senate, and House of Delegates.  The Center shall account for the expenditure of these funds and the outcome of its activities to strengthen public health in Virginia by providing the Governor and General Assembly with a report no later than December 1, 2001, for the fiscal year ending June 30, 2001."
