"J.  This appropriation includes $6,900,000 the first year from the general fund to provide supplemental health insurance payments or health care services to out-of-work employees of textile companies located in Planning District Commission #12 that either ceased business operations, terminated employees for reasons other than "just cause", or announced job terminations during the period from July 1, 1999, through January 17, 2000.  Family members residing with eligible out-of-work employees shall be entitled to these same benefits.  Any unexpended balances for this purpose shall revert to the general fund."


Explanation
(This amendment provides $6.9 million to the Health Department for a special health insurance/health care services program. The program targets the textile industry and addresses the needs of workers who lost their jobs between July 1, 1999, through January 17, 2000. A companion amendment for a special unemployment supplement is provided in Item 125.)
