"I. The Eastern Virginia Medical School (EVMS) shall submit a restructuring plan to the Chairmen of the Senate Finance Committee, the House Appropriations Committee, and the Joint Commission on Health Care no later than November 1, 2000 outlining how it is allocating and spending state general fund dollars provided to fund the cost of unreimbursed indigent care at the institution.  Such plan shall include, but not be limited to:  (i) a description of how the funds are being allocated between the affiliated hospitals and the faculty practice plan; (ii) a description of how the funds are being spent on indigent care; (iii) a description of actions underway at the institution to achieve continued administrative efficiencies; and (iv) a detailed plan for improving the management of the care provided to the indigent population served at the institution."
ACCOMPANYING BUDGET LANGUAGE: “The Eastern Virginia Medical School (EVMS) shall submit a re-structuring plan to the Chairmen of the Senate Finance Committee, the House Appropriations Committee, and the Joint Commission on Health Care no later than November 1, 2000 outlining how it is allocating and spending the additional general fund dollars provided herein to fund the cost of unreimbursed indigent care at the institution.  Such plan shall include, but not be limited to:  (i) a description of how the funds are being allocated between the affiliated hospitals and the faculty practice plan; (ii) a description of how the funds are being spent on indigent care; (iii) a description of actions underway at the institution to achieve continued administrative efficiencies; and (iv) a detailed plan for improving the management of the care provided to the indigent population served at the institution."


Explanation
(This amendment provides funding to the Eastern Virginia Medical School (EVMS) at the Medical College of Hampton Roads for the cost of unreimbursed indigent care. Language is also added requiring EVMS to report on how it spends indigent care funds provided through the state general fund and how it intends to improve the management of the care provided to the indigent population served at the institution. This is a recommendation of the Joint Commission on Health Care.)
