"a.  Included in the amounts for School Nurse Payments is $31,670,248 the first year and $31,670,248 the second year from the general fund is provided for the state share of funding to provide one nurse in every elementary, middle, and secondary public school.
b.  Local school divisions shall provide a local match based on the composite index of local ability-to-pay."

Explanation
(This amendment provides funding for the incremental state cost of providing a school nurse in every elementary, middle, and secondary school. The total state cost to meet this goal would be $31.7 million annually. However, funding currently provided by the state in the Standards of Quality Basic Aid Payments ($11.8 million annually), and through the School Health Incentive Payments ($1.7 million annually), for school nurses would be used to help meet this goal. Therefore, the amount of funding provided in the proposed amendment is the incremental state cost.)
