Explanation
(This amendment provides operating funds in each year to the Success Through Education and Proactive Policing program (STEPP) in Chesterfield County. The STEPP program is a comprehensive approach toward educating youth through training, teaching responsibility, and holding youth accountable. Part-time, uniformed, civilian police employees teach STEPP in the elementary schools. In middle and high schools, School Resource Officers reinforce these lessons.)
