"13.  Out of the amounts for Financial Assistance for General Education, the Board of Education shall provide $150,000 the first year and $150,000 the second year from the general fund to the Mathematics and Science Center Foundation for the development of, and start-up funding for, teacher training programs designed to prepare teachers in kindergarten through twelfth grade to integrate calculators and computers in math and science instruction and the use of local and wide-area networks."
