A. The amounts in the subprogram Industrial Employee Training are contingent upon the enactment of legislation in the 2000 Session of the General Assembly to create the Workforce Development Training Fund, under the administration of the Virginia Employment Commission. The amounts in the cited subprogram shall be transferred to the Workforce Development Training Fund.
B1. The Virginia Employment Commission is authorized to transfer from the Workforce Development Training Fund up to $1,200,000 the first year and up to $1,200,000 the second year to the Virginia Community College System for the purpose of establishing workforce development coordinator positions at every community college in the state.
2. The Virginia Employment Commission is authorized to transfer from the Workforce Development Training Fund up to $295,000 the first year and up to $295,000 the second year to the Virginia Community College System for the purpose of establishing an employer focused economic development center.
3. The Virginia Employment Commission is authorized to transfer from the Workforce Development Training Fund up to $1,000,000 the first year and up to $1,000,000 the second year to the Virginia Community College System to fully implement noncredit and industry-related courses and programs.
4. The Virginia Employment Commission is authorized to transfer up to $500,000 the first year and up to $500,000 the second year from the Workforce Development Training Fund to the Virginia Community College System for the purpose of creating a training center in Southwest Virginia.
C1. The Virginia Employment Commission is authorized to transfer from the Workforce Development Training Fund up to $850,000 the first year and up to $850,000 the second year to the Virginia Economic Development Partnership for the purpose of establishing the Growth Industries Educational Development Fund.
2. The Virginia Employment Commission is authorized to transfer up to $250,000 the first year and up to $250,000 the second year from the Workforce Development Training Fund to the Virginia Economic Development Partnership for the purpose of creating a marketing program to recruit employees in the technology field who received a post-secondary education in Virginia.
D1. The Virginia Employment Commission is authorized to transfer from the Workforce Development Training Fund up to $2,000,000 the first year and up to $4,000,000 the second year to the Department of Business Assistance for the purpose of establishing the Workforce Services Customized Retraining program.
2. The Virginia Employment Commission is authorized to transfer up to $93,467 the first year and up to $93,467 the second year from the Workforce Development Training Fund to the Department of Business Assistance for the purpose of establishing a satellite office in Southwest Virginia to provide increased workforce services programs.
E. The Virginia Employment Commission is authorized to transfer up to $1,450,000 the first year and up to $2,950,000 the second year from the Workforce Development Training Fund to the Virginia Microelectronics Consortium.
F. The Virginia Employment Commission is authorized to transfer up to $530,000 the first year and up to $530,000 the second year from the Workforce Development Training Fund to the Department of Labor and Industry for the purpose of enhancing the state’s registered apprentice program.
G. The Virginia Employment Commission is authorized to transfer up to $110,000 the first year and up to $130,000 the second year from the Workforce Development Training Fund to the Office of the Secretary of Commerce and Trade for the purpose of establishing a Director of Workforce Development.
H. The Virginia Employment Commission is authorized to expend up to $1,500,000 the first year and up to $2,500,000 the second year from the Workforce Development Training Fund for the purpose of expanding the electronic workforce delivery system.
