Page 80, after line 39, insert:
"D.  This appropriation includes $5,838,720 the first year from the general fund to provide supplemental unemployment compensation payments to out-of-work employees of textile companies located in Planning District Commission #12 that either ceased business operations, terminated employees for reasons other than "just cause", or announced job terminations during the period from July 1, 1999 through January 17, 2000.  Special Unemployment Benefits from the Unemployment Trust Fund shall begin July 1, 2000 and end no later than June 30, 2001.  The supplement shall not exceed $60 per week for 52 weeks.  To be eligible, former employees must first qualify for the regular Unemployment Insurance Program.  An employee is automatically disqualified from the supplemental program upon losing eligibility for the regular Unemployment Insurance Program.  Any unexpended balances for this purpose shall revert to the general fund."


Explanation
(This amendment provides $5.8 million to VEC for a special unemployment supplement program. The program targets the textile industry and addresses the needs of workers who lost their jobs between July 1, 1999 through January 17, 2000. There is a companion amendment in SB 29 to "jump-start" the program.)
