"K.1.  Out of the amounts in this Item shall be provided $2,500,000 the first year and $2,500,000 the second year from the general fund to the planning district commissions for development of geographic information systems.
2.  Allocation of the funds shall be in the form of competitive grants.  Application proposals must demonstrate that the systems will include all relevant economic, demographic, physical, and other databases.  The grants may be used for hardware, software, and staffing costs.
3.  The Department will ensure that these geographic information systems and databases are coordinated and can be merged between jurisdictions and state organizations.  No grant shall be awarded if the proposed system duplicates other systems or is not compatible with other approved systems.  The Department is authorized to develop the appropriate criteria to review and assess the applications."


Explanation
(This amendment provides $5.0 million for Planning District Commissions to develop geographic information systems. Funds are to be awarded on a competitive basis, using criteria developed by the Department of Housing and Community Development.)
