A. The amounts for Probation and Parole Services Local Grants and Contracts include $200,000 each year from the general fund to continue juvenile drug courts in selected judicial districts. Such funds shall be provided as matching grant funds and shall be limited to those districts which have received a federal grant for planning a drug court program and which have applied for federal grants to implement such programs. It is the intent of the General Assembly that funds and services for such courts be provided through local juvenile court services units of the Department of Juvenile Justice. The Department shall consult with the judges of the Richmond Juvenile and Domestic Relations Court and the City of Richmond to insure that such services in that court are provided in a manner consistent with the continuum of juvenile justice services established in Item 476 of this act.
B. This appropriation includes $3,000,000 in the first year and $6,500,000 in the second year in nongeneral fund appropriation for federal funds expected to be received by the department under provisions of Title IV E of the Social Security Act. Such funds shall be expended for transitional services, both residential and non-residential, for juveniles who are being released from state juvenile correctional centers, with emphasis on sex offenders and youth with mental health needs.
C. Included within this appropriation is $2,340,000 the first year and $2,340,000 the second year from the general fund to provide substance abuse treatment services as part of the Governor’s Substance Abuse Reduction Effort (SABRE) program.
