Companion Language Amendment:  “The Department of Health shall develop and implement a program to reduce the rate of asthma-related hospitalizations, and to facilitate more effective management of asthma.  The program will place primary emphasis upon, but not be limited to, children between the ages of 0 and 18 years.  The Department of Health will use this appropriation to leverage additional resources through partnerships, in-kind contributions from stakeholders, and grant writing for additional private or federal funding.  The State Health Commission shall provide the State Board of Health with an initial report concerning the development, implementation and effectiveness of the program prior to December 1, 2001.

(This amendment increases funding to improve local health department facilities identified by the Department of Health as having the top 15 critical needs due to health, safety, and other structural problems.)
