"B.  Out of this appropriation, an amount estimated at up to $500,000 from the general fund the first year, shall be available to pay for unbudgeted expenses related to the process of redistricting, to include transfer of funds, as approved by the Joint Rules Committee, to Executive department agencies for related costs."
