"H.  Out of amounts for Capital Assistance, $20,000,000 the first year and $20,000,000 the second year shall be used for a statewide new transit vehicle and equipment program.  In the first year of the biennium, the $20,000,000 shall include the following:  $13,388,887 in general funds and $6,611,113 from federal minimum guarantee funds.  In the second year, the program shall include $13,900,000 in general funds and $6,100,000 in federal minimum guarantee funds.  The program shall be a competitive grant program with no less than $1,300,000 for the Hampton Roads Innovative Regional Bus Plan in the first year and no less than $1,300,000 for the Greater Richmond Transit Company (GRTC) new or extended bus service in each year.  The Program shall include both suburban and rural and small transit systems and be on a statewide basis.  The Commonwealth Transportation Board, at its discretion, may use the capital assistance funding formula to allocate the additonal funding if it determines such method is the most equitable."
