(This amendment provides $4,000,000 the first year from the general fund for the City of Franklin for reconstruction of the Franklin City Hall and renovation of the Franklin Public Safety Building, because of the damage to these facilities due to the flooding of September 1999 in the wake of Hurricane Floyd.)
