Page 237, after line 6, insert:
"E. The Department shall review the efficacy of the statewide provider database that was to be established as part of the Robert Wood Johnson Foundation "Practice Sights" grant.  The Department's review shall:  (i) identify the reasons for not having completed the development of the system during the "Practice Sights" grant period; (ii) identify what additional actions and resources are needed to complete the development of the provider database; and (iii) establish a timeframe for completing and implementing the database.  The Department shall complete its review and report its findings and recommendations to the Chairmen of the Senate Finance and House Appropriations Committees, and the Joint Commission on Health Care by September 15, 2000."
