"2.  Out of this appropriation, $100,000 the first year and $100,000 the second year
shall be provided from the general fund for the administration of the public guardianship programs and for no other purpose.
3.  Out of this appropriation, $8,500 the first year and $5,000 the second year shall be provided from the general fund for activities of the Virginia Public Guardian and Conservator Program Advisory Board, including but not limited:  (a) to pay expenses for the members to attend four meetings per year, and (b) during the first year, to bring a nationally recognized expert in the area of public guardianship to educate and advise the Board regarding Board activities, functions, and duties.  Any unexpended balance for this purpose on June 30 each year shall not revert to the general fund but shall be reappropriated for expenditure for the same purpose in the succeeding year.
4.  Out of this appropriation, $15,000 the first year shall be provided from the general fund for an independent evaluation of all Virginia Public Guardian and Conservator Programs through a contract with the Center for Gerontology at Virginia Tech, to be conducted beginning July 1, 2000, and concluded December 1, 2001.  Any unexpended balance in this item on June 20, 2001, shall not revert to the general fund but shall be reappropriated for expenditure in the succeeding year."


Explanation
(This amendment adds funds for the activities of the public guardianship advisory board and for an evaluation of guardianship programs for elderly persons. The amendment also clarifies that $500,000 per year is included in the budget for the local guardianship programs and that $100,000 per year is included for the Department of Aging to administer and oversee the programs.)
