Page 164, after line 42, insert:
"M. Out of this appropriation $100,000 the second year from the general fund to assist in the procurement of professional services for an independent survey and assessment of the various methodologies used by the institutions of higher education to determine their deferred maintenance needs. The emphasis of the evaluation shall be on those institutions that have not already engaged professional services for the assessment of their maintenance reserve backlog.  The results of the study shall be used to uniformly determine maintenance reserve backlog needs at each institution.The results of the study shall be presented to the Joint Subcommittee on Higher Education Funding Policies by October 1, 2000.  Institutions shall contribute towards the cost of the consultant on  a pro-rata basis."

(This amendment provides for consulting services for an evaluation of the maintenance reserve backlog at Virginia's public colleges and universities.)
