Explanation
(This amendment allocates 10 percent of the moneys received each year by the Commonwealth from the tobacco Master Settlement Agreement, to the Child, Maternal and Primary Care Fund. The fund would support, but not supplant, funding for programs for children, as well as programs for maternal health care across the Commonwealth. Funding would also support a statewide network of primary care clinics for the most at-risk Virginians. The introduced budget assumes 40 percent of the tobacco settlement revenues would be available from the general fund for transportation. A companion amendment eliminates language which would allow for the securitization of the tobacco settlement revenues in FY 2002.)
