Page 358, after line 22, insert:
"J.  Out of amounts appropriated for this Item, the Department of Transportation shall model and predict the induced traffic and indirect land-use impacts of proposed specific major new highways or interchanges.  Land-use impacts studied shall include, but not be limited to, the new facility's influence on population shifts, new development on farm and forest land, and the resulting need for additional school, sewer, and road infrastructure.  The Department shall conduct its work whenever possible in conjunction with the environmental impact statement (EIS) process.  Modeling results and predictions shall be reported to the Commonwealth Transportation Board, the General Assembly, and affected local governments."


Explanation
(This amendment directs the Department of Transportation to conduct land-use studies of proposed major new highways and interchanges.)
