Page 358, after line 22, insert:
"J.  No funds shall be allocated or otherwise committed by the Commonwealth Transportation Board for the replacement of the Woodrow Wilson Bridge, the expansion and reconstruction of the interchanges at Route 1 and Telegraph Road with the Washington Beltway, and related construction activities until after the Virginia Department of Transportation, in consultation with the Commonwealth Transportation Board, has (1) completed and published for a 60-day public comment period a comprehensive evaluation and cost analysis of the feasibility, practicality, and desirability of widening the Washington Beltway; (2) considered the feasibility of adding high-occupancy vehicle lanes on the Beltway; and (3) weighed the economic benefits of widening the Beltway relative to the economic benefits of other proposed transportation projects in Northern Virginia."


Explanation
(This amendment ensures that no state funds will be committed to a new 12-lane Wilson Bridge project until after the Department of Transportation and the Commonwealth Transportation Board have determined, after an appropriate public comment period, that it is feasible and economically beneficial, relative to other proposed transportation projects in Northern Virginia, to widen the present eight-lane Beltway.)
