Explanation
(This amendment provides funding and five positions to allow licensing specialists within the Department of Social Services’ Division of Licensing to provide newly mandated training for adult care residence owners/managers. This training would focus on health and safety issues and resident rights as they pertain to adult care residences. The training will be required only for adult care residence owners/managers applying for an initial license who are not previous or current owners/managers of an adult care residence in Virginia. The addition of five staff would provide for one specialist position within each regional licensing office that would primarily focus on training responsibilities but would also be able to assume an inspections caseload. Proposed legislation would require this training. This is a recommendation of the Joint Commission on Health Care.)
