(This amendment provides funding to add 400 full-time adult case managers in local Community Services Boards (CSBs). The additional staff will permit CSBs to improve services to mental health consumers and reduce hospitalizations by decreasing the ratios of case managers to consumers from 53:1 to 25:1. Funding reflects initial recruitment and phasing in the hiring of staff in the first year and the annualized cost of the new positions in the second year. Of the funding provided, 50 percent can be used to match with federal Medicaid funding available through State Plan Option services and 50 percent can be used to provide case management services to persons not eligible for Medicaid.)
