Explanation
(This amendment is provides funding and positions to add five regional human rights advocates; currently there is one regional advocate located in each of the five health planning regions. The positions would enhance the internal human rights system within the Department of Mental Health, Mental Retardation and Substance Abuse Services. The additional staffing would enable the regional advocates to improve advocacy services, investigations of complaints, technical assistance and supervision of facility human rights staff. This is a recommendation of the Joint Subcommittee Studying the Future Delivery of Publicly Funded Mental Health, Mental Retardation and Substance Abuse Services.)
