Page 253, after line 28, insert:
"J.1. Appropriations in this item shall include the general fund amount required to match federal funds available under Title XIX of the Social Security Act, Federal Code for Medicaid State Plan covered services provided through the Department of Mental Health, Mental Retardation and Substance Abuse Services, which include:  community mental health rehabilitation services; targeted mental health and mental retardation case management; substance abuse treatment for pregnant and postpartum women; intensive in-home and therapeutic day treatment services for children and adolescents in the Early and Periodic Screening, Diagnosis and Treatment Program; mental retardation home- and community-based waiver services; and any other new or expanded mental health, mental retardation and substance abuse services related to these services that are subsequently covered under the State Plan for Medical Assistance Services.
2. The Department of Planning and Budget, in cooperation with the Department of Medical Assistance Services, shall include the above-listed services in its November 15 forecast of Medicaid expenditures, upon which the Governor's budget recommendations will be based, for the current and subsequent two years."


Explanation
(This amendment appropriates the general fund match for community mental health, mental retardation and substance abuse services to the Department of Medical Assistance Services for the purposes of obtaining matching federal Medicaid funding. In the past, the general fund amount for these services had been appropriated to the Department of Mental Health, Mental Retardation and Substance Abuse Services and then transferred to the Department of Medical Assistance Services in order to draw down matching federal Medicaid funds. Language is also added to require that expenditures for these services be incorporated into the annual Medicaid forecast upon which the Governor's budget recommendations for Medicaid spending are based.)
