"X. The Department of Medical Assistance Services shall work with affected providers and the Department of Planning and Budget to develop and implement an automatic annual rate adjustment for Medicaid reimbursement of personal care services. The rate adjustment should consider factors such as medical care cost inflation, availability and access to Medicaid-enrolled personal care providers, and ability of personal care providers to compete with other health care providers for qualified skilled workers.  The Department shall submit an amendment to the budget to be effective July 1, 2001, to modify the personal care reimbursement to include funding for the automatic annual rate adjustment."


Explanation
(This amendment provides additional funding for Medicaid reimbursement of personal care services to elderly and disabled persons. The introduced budget increased the reimbursement rate from $12.50 to $13.00 per hour in Northern Virginia and from $10.50 to $11.00 per hour in the rest of the state. This amendment would increase the rate in Northern Virginia to $13.50 per hour and in the rest of the state to $11.50 per hour. Language is also added to incorporate an automatic annual rate adjustment annually into the reimbursement of personal care providers.)
