"X. The Department of Medical Assistance Services shall adjust the indirect care cost ceilings in the reimbursement rates paid to nursing facilities to equal 110 percent of the peer group median."
Companion Language Amendment: This amendment provides funding in the first year to increase the Medicaid nursing facility reimbursement for indirect care costs to 110% of the peer group median.  In response to the labor shortages and increased salaries of some nursing staff, nursing facilities have increased salaries of staff covered within the “indirect care” cost category such as dietary, housekeeping and laundry staff.  This additional funding will assist facilities in addressing these cost increases.  This is a recommendation of the Joint Commission on Health Care.  (Two other budget amendments have been submitted to increase nursing facility reimbursement; one implements the recommendations of the 1999 JLARC study on nursing facility reimbursement, and the other provides an incentive amount to nursing facilities to increase their direct care staffing.)

Explanation
(This amendment provides funding in the first year to increase the Medicaid nursing facility reimbursement for indirect care costs to 110 percent of the peer group median. In response to the labor shortages and increased salaries of some nursing staff, nursing facilities have increased salaries of staff covered within the “indirect care” cost category, such as dietary, housekeeping and laundry staff. This funding would provide funds for facilities for these cost increases. Two companion budget amendments also increase nursing facility reimbursement; one implements the recommendations of the 1999 JLARC study on nursing facility reimbursement, and the other provides an incentive amount to nursing facilities to increase their direct care staffing. This is a recommendation of the Joint Commission on Health Care.)
